4. Overcoming Financing Barriers: PROSPECT+ insights on energy transitions without subsidies
The PROSPECT+ study entitled 'Energy Transition Without Subsidies' reveals that cities eager to adopt innovative tools and methods, such as energy performance contracting and citizen finance, face significant obstacles. These challenges include restrictive laws, limited expertise and unclear guidance. Based on surveys and discussions with municipal officials, the study calls for faster legal clarity, dedicated support for energy agencies, streamlined technical assistance and practical local tools to help empower climate action.
