The United States government has issued a renewed Level 2 travel advisory for France, alerting American citizens to exercise increased caution while visiting one of the world’s most beloved tourist destinations. The update, released by the U.S. Department of State on May 8, 2025, cites concerns over terrorism and civil unrest, cautioning travelers to remain vigilant in public spaces, especially in crowded tourist areas such as museums, transport hubs, and historic landmarks.

While Paris continues to enchant millions with its romantic charm and iconic beauty—from the Eiffel Tower to the Seine River—this advisory serves as a reminder that even the most picturesque locations can come with risks. The U.S. advisory does not restrict travel to France, but it strongly recommends that Americans prepare thoroughly and stay informed throughout their visit.


According to the U.S. State Department’s travel advisory system, a Level 2 advisory signals a need for “increased caution.” In France’s case, the advisory is based on two primary risk factors: the ongoing threat of terrorism and the possibility of civil unrest.

The government has noted that terrorist groups continue to plot potential attacks within France, and incidents may occur with little or no warning. In recent years, there have been scattered reports of violence or attempted attacks near public venues. In addition, large demonstrations—often peaceful—have become increasingly common in major cities like Paris, Lyon, and Marseille. However, these events can escalate, disrupting public services and causing difficulties for tourists trying to navigate the city.

To help travelers stay safe, the State Department urges U.S. citizens to avoid protest areas, monitor local media, follow the instructions of local authorities, and register with the Smart Traveler Enrollment Program (STEP) to receive real-time updates and security alerts.

Pickpocketing and mobile phone thefts have been reported, especially in crowded metros and during busy tourist seasons.

The Centers for Disease Control and Prevention (CDC) also maintains travel health guidance for France, which is important to check before departure.


The Government of Canada joined the U.S. in cautioning travelers about France. On May 26, 2025, the Canadian government advised its citizens to exercise a high degree of caution in France due to the elevated risk of terrorism and the potential for public unrest. Their warning echoed concerns about petty crimes, civil disturbances, and the importance of avoiding risky zones during protests.

According to Global Affairs Canada, citizens should remain aware of their surroundings, particularly when participating in outdoor or recreational activities like swimming or boating, or visiting mountainous regions and using public transit systems.


Interestingly, travel tensions appear mutual. France had previously revised its travel alert for the United States on March 24, 2025, citing concerns over political unrest and travel restrictions tied to identity documentation policies. Following this announcement, France’s Ministry for Europe and Foreign Affairs advised French citizens traveling to the U.S. to stay updated through embassy websites and consult their airlines for entry regulation changes.

This advisory became more pointed on June 18, following civil unrest in Los Angeles, where demonstrations turned volatile in several districts. The French government recommended avoiding areas like Downtown LA, Compton, and Paramount for a few days. The result was a noticeable drop in outbound travel to the U.S. from France, as many French tourists reportedly turned their attention toward Canada and Mexico as alternative vacation destinations.


Despite these diplomatic back-and-forths and updated advisories, France remains one of the most visited countries in the world. Its rich culture, fine cuisine, iconic architecture, and romantic ambiance draw tens of millions of visitors annually. However, as global travel patterns shift in response to political, environmental, and security changes, international visitors—particularly Americans—are being reminded that preparation and awareness are key.
