FEC Approves Projects for Roads, Power, Aviation and Action on Drug Prices

The Federal Executive Council (FEC) has approved significant investments in national infrastructure, power, aviation, and healthcare sectors. A total of N1.202 trillion was allocated for critical infrastructure projects, power, and aviation sectors, while a new group purchasing organization, MediPool, was established to reduce the cost of essential medicines.

In the infrastructure sector, N175.08 billion was approved for Section II of the East-West Road, from Port Harcourt to Ahoada. This project, initially awarded in 2009 for N44.83 billion and reviewed in 2014 for N93.41 billion, was further revised due to the floating of the naira and the removal of petroleum subsidies in 2023. The East-West Road is considered a vital economic artery for the oil-rich Niger Delta, aiming to improve mobility, logistics, and economic opportunities across several southern states.

For the power sector, approvals exceeding N40 billion were granted. This included the replacement of the preferred bidder for the 6-megawatt Ikere Gorge Hydro Power Plant concession in Iseyin, Oyo State, with Quent Power Infrastructure Nigeria Limited. The government also approved the construction and installation of a 2x60 MVA, 132/33 kV substation in Ibadan, Oyo State, awarded to Enitem Global Limited for $18.3 million and N9.9 billion, inclusive of VAT. Additionally, a consultancy service contract for the substation was approved for Team Spirit Consult Limited at $1.4 million and N589 million, including VAT. These projects are expected to be completed within 24 months and aim to strengthen power supply, secure the national grid, and support economic development in the region. Three operational vehicles were also approved for procurement for the FGN Power Company to enhance the Siemens project execution.

In the aviation sector, approvals totaling N987 billion were made to modernize Nigeria’s aviation infrastructure and safety systems. These include upgrading Terminal B at the Nnamdi Azikiwe International Airport, Abuja, for N2,442,418,004, and establishing command and control centers at major airports for N2,924,907,002.69. The procurement of critical navigation aids and spare parts from Indra of Norway was also approved, valued at $654.5 million plus N201 million. These measures aim to streamline emergency response, communications, operational coordination, and ensure safety by having readily available spare parts, reducing flight delays and maintaining global safety compliance.

In healthcare, the FEC approved the establishment of MediPool, a group purchasing organization, to reduce the cost of essential medicines and improve nationwide access to high-quality pharmaceuticals. MediPool will function as a public-private partnership, using the Federal Government’s purchasing power to negotiate better prices from suppliers. Its scope includes procurement planning, distribution monitoring, supply chain management, logistics, quality assurance, regulatory compliance, and financial management. MediPool has been vetted through the Infrastructure Concession Regulatory Commission and benchmarked with other global group purchasing organizations.

In addition to MediPool, a contract worth N2.3 billion was approved for the procurement and installation of a cardiac catheterization machine at the Usman Danfodiyo University Teaching Hospital, Sokoto State. This advanced medical equipment will enhance the hospital’s capacity to diagnose and treat complex heart conditions, such as heart attacks and irregular heart rhythms, serving the population in Sokoto State, the North-West geopolitical zone, and the country, reducing outbound medical tourism.
