European Union and Mozambique Partnership Dialogue: strengthening reforms, democracy and sustainable development | EEAS

Under the theme “Promoting reforms, strengthening democracy, ensuring sustainable and inclusive development”, the EU - Mozambique partnership dialogue covered the domestic political context, including ongoing reforms; the state of bilateral cooperation; and issues of common interest on the international agenda, with an emphasis on security, peace and stability.

On July 18 in Maputo, the European Union (EU) and the Government of the Republic of Mozambique held the Second Session of the Partnership Dialogue under the Samoa Agreement, which rules relations between the EU and the countries of Africa, the Caribbean and the Pacific. The meeting was co-chaired by the Minister for Foreign Affairs and Cooperation of Mozambique, Maria Manuela Lucas, and the EU Ambassador, Antonino Maggiore.

Under the theme “Promoting reforms, strengthening democracy, ensuring sustainable and inclusive development”, the dialogue covered three main areas: the domestic political context, including ongoing reforms; the state of bilateral cooperation; and issues of common interest on the international agenda, with an emphasis on security, peace and stability.

The Mozambican delegation reaffirmed its commitment to inclusive political dialogue and to reforms that strengthen democracy and sustainable development. The EU praised these efforts, especially the meeting between Mozambican President Daniel Chapo and opposition leader Venâncio Mondlane, and offered support for reforms in the justice sector and the electoral framework.

The EU and Mozambique expressed satisfaction with the progress made in the cooperation under the joint program until 2027 and reaffirmed their commitment to creating a favorable environment for increased investment and trade with Mozambique. Mozambique asked for the resumption of direct support to the national budget, suspended since 2015.

On the situation in Cabo Delgado province, the EU reiterated its support for the fight against terrorism and highlighted the start of the new mandate of the EU Military Assistance Mission, in support of the Mozambican Armed Forces to strengthen their capabilities.

The two delegations also pledged to strengthen cooperation on regional and global issues of peace and security, human rights and humanitarian aid, with attention also to the conflicts in the Middle East, Ukraine and Southern Africa.
