Empowering youth and enhancing cooperation: highlights from the 3rd EU-AU Ministerial Meeting | EEAS
The European Union (EU) and African Union (AU) held their 3rd Ministerial Meeting in Brussels on 21 May 2025.
The 3rd EU-AU 3rd Ministerial Meeting was co-chaired by Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy, and Antonio Tété, the Minister of Foreign Affairs of Angola and Chairperson of the AU Executive Council. Together, the EU and AU represent over 1.9 billion people.
In the Joint Communiqué adopted during the meeting, the EU and the AU reaffirmed their commitment to the EU-AU Partnership, in particular to promote and protect shared values, notably human rights as well as the security and prosperity of their citizens.
Ministers also welcomed the progress achieved in implementing the commitments that AU and
EU Heads of State and Government laid down in the Joint Vision for 2030. Ministers took note
of a preliminary monitoring report, considered by the AU-EU Ministerial Follow-up
Committee, and encouraged its joint finalisation and submission to the upcoming 7th AU-EU Summit, due to take place in Africa later this year.
The meeting also addressed how to continue to bring both EU and AU economies and people closer together, for the benefit of both continents, and to identify areas for deeper cooperation, by leveraging on the Global Gateway agenda, to scale-up global connectivity, and promote sustainable development and investment in Africa.
Between 2023 and 2025, the EU and its Member States have adopted 138 Global Gateway flagship projects to fulfil summit commitments. These projects focus on:
The EU-AU Ministerial Meeting demonstrated the strength of the partnership between Europe and Africa, as well as areas of mutual co-operation such as empowering youth and addressing global challenges. This collaboration is a testament to successful multilateral efforts, aligning political, economic, and security interests for a prosperous future.

The EU-AU partnership is focused on people, with civil society organisations (CSOs) and youth from both continents actively participating. This partnership aims to deliver meaningful outcomes for the citizens of Europe and Africa.

A series of related events took place at the same time as the 3rd EU-AU 3rd Ministerial Meeting. These included:
The Civil Society and Youth Forum on 20 May which led to the adoption of a Joint Declaration of Civil Society and Youth, presented to the Ministers at the closing session.
On 22nd May, there was also a joint conference organised by the European Union Institute for Security Studies (EUISS) and the European Centre for Development Policy Management (ECDPM) on "Africa – Europe: Partners in the Storm". Discussions focused on the transition from the Ministerial Meeting to the upcoming EU_AU Summit, and featured participation from South Africa's Deputy Minister for International Relations and Cooperation.
