Speaking in an interview, Mr. Kotey argued that rather than waging an endless battle against these informal agents, the government should integrate them into a regulated system to enhance efficiency and transparency.

He noted that a structured approach would set clear service charges and eliminate exploitation.

“For years, we’ve been fighting them, but the problem persists. Why not bring them on board and regulate their work instead?” he questioned. “I’m not saying we should employ all of them, but we must create a system that ensures they operate within clear rules.”

Mr. Kotey further explained that under this plan, ‘goro boys’ would receive training to align their services with official standards, much like licensed agents at the ports.

“Setting price limits and defining their roles would protect the public from unfair charges while maintaining order in the licensing processes,” he said on Citi News.
