China's Xi Warns Against Protectionism

Chinese President Xi Jinping has embarked on a Southeast Asia tour, commencing in Vietnam on April 14, 2025, signaling Beijing's intent to fortify regional trade alliances amidst global economic uncertainties. The visit, described by Beijing as bearing "major importance" for the region, includes stops in Malaysia and Cambodia, as China aims to counterbalance the economic impact of tariffs imposed by the United States.

Upon arrival in Hanoi, Xi Jinping emphasized the importance of multilateral trade and cooperation. In a statement released by Xinhua news agency, he expressed his anticipation for in-depth discussions with Vietnamese leaders on bilateral relations and global issues. Prior to his arrival, Xi underscored in an article published in Vietnam’s Nhan Dan newspaper that "a trade war and tariff war will produce no winner, and protectionism will lead nowhere," reiterating China's stance against protectionist measures.

Vietnam's leader, To Lam, echoed a sentiment of cooperation, affirming Vietnam's readiness to collaborate with China to enhance the depth and sustainability of their partnership. The visit is expected to yield approximately 40 cooperation documents, according to Vietnam’s Deputy Prime Minister Bui Thanh Son.

In 2024, Vietnam emerged as the largest Southeast Asian importer of Chinese goods, with a total value of $161.9 billion, followed by Malaysia at $101.5 billion. Strengthening ties with Southeast Asian nations could serve as a buffer against potential trade constraints with the United States, which remains a significant recipient of Chinese exports.

China and Vietnam, both governed by communist parties, share a "comprehensive strategic partnership." Vietnam has historically adopted a "bamboo diplomacy" approach, balancing relations with both China and the United States. While economic ties between China and Vietnam are robust, Vietnam shares concerns with the U.S. regarding China's increasing assertiveness in the South China Sea.

Xi Jinping addressed the South China Sea disputes in his article, expressing confidence that Beijing and Hanoi can resolve these issues through dialogue. He called for the proper management of differences to maintain regional peace and stability. To Lam also emphasized the importance of joint efforts in resolving disagreements to stabilize the complex international and regional landscape.

Following his visit to Vietnam, Xi Jinping will proceed to Malaysia from Tuesday to Thursday. Malaysian Communications Minister Fahmi Fadzil highlighted the visit as part of the government's strategy to foster improved trade relations with various countries, including China. The tour will conclude in Cambodia, a key ally of China in Southeast Asia, where Beijing has been expanding its influence.
