Allstate claims review outlines safest and riskiest cities for driving

Allstate’s 2025 America’s Best Drivers Report outlines the safest and riskiest driving cities based on auto insurance claims in the 200 most-populated U.S. cities. 

Brownsville, Texas; Boise, Idaho; and Fort Collins, Colorado, are the least likely cities for a driver to experience a collision, according to the report. 

While drivers in Boston, Massachusetts; Washington, D.C.; and Baltimore, Maryland, were the most likely to experience a collision. 

Seven out of 10 cities with the highest collision rates are located in the Northeast, the report found. However, California drivers in Los Angeles, Glendale, and Oakland are also among the top 10 riskiest cities. 

Texas had four cities land on the 20 safest cities list — Brownsville, Laredo, McAllen, and Corpus Christi. 

“Across the state, 21 cities, including major metros such as Austin, Fort Worth, Houston, and Dallas, have climbed the ranks over the past decade,” the report says. 

The Pacific Northwest, including drivers in Washington, Oregon, and Alaska, has also seen significant improvement over the past decade, the report says. 

“Bellevue, Washington, leads the way, climbing 133 spots since 2015 to earn the title of most improved city,” the report says. “Other Northwest cities making significant strides include Anchorage, Alaska, and Portland, Oregon.” 

Midwest cities have experienced significant declines in safe driving since 2015, with St. Louis seeing the steepest drop, falling 90 spots to number 175, the report says. Des Moines, Iowa, also dropped 89 places to 108, and Kansas City, Missouri, moved from 84 to 101. 

Other cities trending downward include Sioux Falls, Minneapolis, Cleveland, and Indianapolis. 

“While the average city has seen a modest decline in collisions since 2015, the gap between the safest and riskiest cities is widening,” the report says. “Several cities among the 50 most collision-prone cities have seen more than a 25% increase in crash rates since 2015, underscoring a growing divide in road safety.”
