Ad hoc meeting of the European Board for Digital Services | Shaping Europe's digital future
On 2 July 2025, the European Board for Digital Services was consulted on the draft Commission guidelines on measures to ensure a high level of privacy, safety and security for minors online, as foreseen in Article 28(4) of the Digital Services Act (DSA).
At this ad hoc Board meeting, the Commission gave an overview of the main changes introduced following the targeted public consultation. Feedback was overall positive. The meeting marked an important step in ensuring a secure digital environment for minors, with the formal adoption of the guidelines foreseen for the next weeks.
The next regular meeting of the Board is expected to take place in on 23 September.
The DSA fully entered into application as of 17 of February 2024, and applies to all online intermediaries which offer services to recipients that have their place of establishment or are located in the EU. Member States had to appoint and empower, by that date, their Digital Services Coordinators, which are independent regulators that work with each other and the Commission to ensure the correct application of the DSA in their Member States.
The European Board for Digital Services is an independent advisory group that will ensure that the DSA is applied consistently across the EU and will be consulted on the enforcement of the DSA.
