In May 2025, the Shelter Cluster in Yemen responded to mounting humanitarian needs exacerbated by persistent conflict, economic instability, and seasonal floods. IDPs and vulnerable host communities continued to face challenges including limited shelter, eviction threats, and deteriorating site conditions. Despite constrained funding and depleted emergency stocks, partners delivered critical assistance across hubs. Field-level coordination, technical support, and preparedness planning remained vital components of the response.

The Sub-National Shelter Cluster held a coordination meeting with 20 partners, marking the handover of the outgoing coordinator. Coordinat ion meetings with OCHA, SCMCHA, and YHF focal points led to technical discussions on house rehabilitation and transitional shelter proposals from JAAHD and MOZAN. Distributions by YGUSSWP reached 400 households with NFIs across three districts in Hajjah, while assessments by NAHR and MOZN were reviewed and cleared for upcoming distributions.

The area coordination team participated in YHF monitoring visits to Almakha and Alkhukha, observing limited progress in hard components due to unresolved HLP issues. Stock repositioning arrangements with IRC were secured through DRC support. A flood contingency plan was drafted based on OCHA’s displacement projections. Meanwhile, DRC distributed emergency shelter and repair kits to IDPs, and IOM commenced implementation of transitional shelters in Hays. FMF began house rehabilitation payments for 50 households.

SA’ADAH HUB: YARD distributed partial NFIs to 343 families in Al-Jawf, using remaining 2024 UNHCR stock. Of these, 52 families received blankets and mattresses, and 291 received blankets only. Local tensions triggered new displacement in Al-Marshi, prompting YARD to initiate needs assessments.
