This is a matter for local police, and for your bank.
You’ve lost control of your Apple Account.
In all likelihood, this isn’t your Apple Account anymore, with password and reset and recovery mechanisms all changed. If some or all of that happened here, there is no recovery and no reset.
You can regain access to devices with a new Apple Account, if you still have the original purchase receipt from Apple or an authorized reseller. Notify your banks about the unauthorized charges.
