Tanzania recently made it compulsory for all foreign tourists to obtain travel insurance after Kenya, Zimbabwe, Uganda, Ethiopia, and Mauritius, for improved safety of tourists. All foreign nationals entering Zanzibar shall compulsorily purchase inbound travel insurance from October 1, 2024. This rule makes it compulsory for tourists to purchase insurance coverage only through the State-owned Zanzibar Insurance Corporation (ZIC), and it is responsible for operationalizing this mandate.

The mandatory insurance policy, priced at $44 (approximately 100,000 Tanzanian shillings), offers coverage for a duration of up to 92 days. The coverage includes emergency medical expenses, medical evacuation, repatriation, personal accidents, baggage loss, legal expenses, and third-party liability. The policy is designed to ensure the safety and well-being of foreign visitors and to mitigate potential risks during their stay in Zanzibar. 

Travelers can purchase the mandatory insurance online through the official ZIC portal. Upon successful purchase, visitors will receive a QR code via email, which must be presented upon entry to Zanzibar. The QR code serves as proof of insurance coverage and is required for entry into the country.

The introduction of this mandatory insurance policy is part of Zanzibar’s broader strategy to enhance tourist safety and streamline the visitor experience. Travelers are advised to purchase the insurance before their departure to avoid delays or complications at immigration checkpoints. Failure to present valid insurance upon entry may result in denial of entry into Zanzibar. 

The mandatory insurance requirement applies to all foreign nationals entering Zanzibar, with the exception of residents. Citizens from East African Community (EAC) member states are exempt from this requirement. As of now, there is no official confirmation regarding exemptions for nationals from other regional groups, such as the Southern African Development Community (SADC). 

Travel industry stakeholders have expressed concerns about the potential impact of this policy on tourism. Some argue that the additional cost may deter budget-conscious travelers, especially those who already possess comprehensive travel insurance. However, the government maintains that the policy is essential for ensuring consistent and adequate coverage for all visitors. 

The implementation of mandatory travel insurance in Zanzibar marks a significant shift in Tanzania’s approach to tourism and visitor safety. As the policy takes effect, authorities will monitor its impact on tourism and make adjustments as necessary to balance safety, convenience, and the country’s appeal as a travel destination.

The introduction of mandatory travel insurance is expected to have significant effects on Zanzibar’s tourism industry. While some travelers may feel burdened by the added cost, the insurance policy is seen as a way to ensure that tourists are well-protected during their stay. The government believes that the insurance policy will contribute to building a safer and more stable tourism environment in Zanzibar. Additionally, this move is part of a broader effort to improve the quality of tourism infrastructure and services on the island. As more travelers visit Zanzibar, local businesses, including hotels, restaurants, and tour operators, are expected to benefit from the influx of foreign spending.

However, there is a possibility that some visitors may seek alternative destinations that do not require mandatory travel insurance, particularly those who are traveling on a budget. To address these concerns, it will be important for Zanzibar to market itself as a destination offering unique cultural experiences and natural beauty that justifies the added cost. 

For tourists planning to visit Zanzibar, it is essential to be aware of and comply with the new mandatory travel insurance rule. By obtaining the coverage through the official ZIC portal prior to arrival, tourists will be able to get hassle-free entry and enjoy their trip with peace of mind.
