EUISS side session at 2025 GLOBSEC Forum

Published 1 day ago1 minute read

On 13 June, we organised a side session at the 2025 GLOBSEC Forum to offer an exchange of expert views on the evolving hybrid threats Russia poses to Europe and potential measures for the EU and NATO to disable Moscow's destabilising actions.

The session, led by Ondrej Ditrych, featured remarks by Nad'a Kovalcikova, Giuseppe Spatafora, Jānis Sārts (Director, NATO Strategic Communications Centre of Excellence), Magnus Hjort (Director General, Swedish Psychological Defence Agency), and Anna Wieslander (Director for Northern Europe, Atlantic Council).

Against the context of the ongoing war of aggression against Ukraine and the increasingly aggressive grey zone attacks across Europe, the session highlighted the EU's recent policy initiatives, such as the White Paper on Defence, Preparedness Strategy, European Democracy Shield, and new strategies to deter hybrid attacks.

The EUISS presented its latest research on how the EU and NATO can "unpower" Russia, on cognitive security and hybrid threats, and on improving the EU's defence and deterrence capabilities.
