Hello Poolsiders,
It sounds like Always Require Password is enabled. Follow these steps to disable it:
Require a password for purchases in the App Store and other Apple services - Apple Support
If you do not want him to be able to install new apps, switch Installing Apps to Don’t Allow found in the Media & Purchases section in Screen Time Content & Privacy Restrictions.
